Romanian Naval Forces in collaboration with the US Naval Forces, Europe and Allied Joint Force Command Naples are pleased to welcome you to Bucharest for the Black Sea Maritime Forum.
A groundbreaking event and an initiative that has the potential to grow into a periodic forum, this event presents a unique opportunity to meet, network, and discuss regionally-focused security cooperation and coordination with Black Sea Heads of Navies, Coast Guards, other related ministry representatives, and VIP delegates of our strategic allies and partners.
The Romanian Naval Forces Staff is pleased to share with you this administrative information notes (AlN) which contains all the protocol and logistical information necessary for your visit.

COVID-19 measures

Travel guidelines are subject to change based on the current epidemiological situation. They are available on the Romanian government websites:


The Black Sea Maritime Forum will be held in Bucharest at the National Military Club (Street Constantin Mille, no. 1-3, district 1, postal code: 010141).

Size of the delegation

Each country is invited to send two representatives.


Please note that only registered delegates will have access to the event.
Each delegation must quickly confirm a point of contact to the organizers and complete the PAF. The PAF should be sent by email to before 10 February 2022, indicating "Registration for the Black Sea Maritime Forum/Country" as the subject of the email.
The name tags will be handed out to the delegations on 24/02/2022 from 9:00 to 10:00 a.m. at the event site. All participants must wear their nametags visibly at all times during their presence at the forum.

Liaison Officers

The Romanian Navy will provide liaison officers to welcome and assist delegates at the forum.
Liaison officers will be present at the Otopeni international airport upon your arrival to provide transportation to the hotel.
Liaison officers will also be present in the various hotel lobbies to answer any questions that you might have.

Arrivals and departures

Every country/organization will cover their own travel costs.


The organizer will provide free shuttles between the hotels and National Military Club/Multinational Division South East HQs where the forum and social events (Icebreaker, Dinner) will take place.


Every participant will be responsible for their own lodging expenses. There were negotiated special rates for BSMF Participants. The offers received from these hotels will be written in this AIN or send them to individual emails communicated by participants and to POCs from each delegation.

The proposed rates for the period: February 23-25, 2022 (2 nights)
• Deluxe single room: 470 RON / Single room / night, excluding local taxes (5% VAT and 0.5% City Tax), and including breakfast served in the restaurant for 1 person and access to World Class Health Academy.
• Deluxe double room: 520 RON / Double room / night, excluding local taxes (5% VAT and 0.5% City Tax), and including breakfast served in the restaurant for 2 people and access to World Class Health Academy.
Regarding the Cancellation Policy:
DEADLINE FOR RESERVATIONS: 14 days before arrival;
- Cancellation 10 days before arrival - free cancellation
- Cancellation 9-0 days before arrival - penalty for the entire stay
We will set up a booking link on our website, where the special rate can be booked by your guests. It will be necessary to guarantee the reservation with a credit card and the payment will be made at the individual reception.

An Icebreaker will be held on the evening of February 23, 2022.
On February 24, 2022, the lunch and dinner will also be provided by Organizers.
The participation at Icebreaker and Dinner will be made by individual invitations sent by Organizers.

Dress code

Participants’ attire: uniform Service Dress Blue (or equivalent) for military personnel, suit and tie for participants / civilian guests.

Sharing practical information

On our event site, you will be able to find general information about this forum as well as a detailed program. After registration, by sending the Personal Admin Form, not later than 10 February 2022, you will receive the password for accessing the site.


The Romanian Military police will be providing general security for all events.
All participants must wear their badges throughout the site and for the duration of the event.
