Captain (N) Dr. Eng. Rădulescu Fanel
Captain (N) Rădulescu Fănel was born on June 4, 1969, in Constanța, Constanța County. He graduated from the Navy Military High School "Alexandru Ioan Cuza" and from 1989 to 1994, attended the courses at the Naval Academy "Mircea cel Bătrân" – specializing as "Navigation, Navigation Equipment and Hydrography Engineer."
After graduation, he was assigned as the Navigation Combat Unit Commander on Missile Launching Ship - 189. In 1997 he was promoted to Officer 3 in the Operations Planning and Combat Training Office within the same unit. In 1998, after completing the command course for missile and artillery ships, he was appointed as the Executive Officer on board a Missile Launching Ship - 196.
Between 1999 and 2003, he served in the Naval Forces Staff, both in Constanța garrison and in Bucharest. During this period, he successively held positions as Officer 2 in the human resources office for officers of large units and subordinate units – personal section, human resources service; Officer 2 in the personal office for military masters and non-commissioned officers of large units and subordinate units, in the same service; Officer 3 in the courses and missions department (and Manager of the Foreign Language Centers subordinate to the Naval Forces Staff).
In 2004, he worked at the Naval Operational Command HQ, successively holding positions as Officer 2 in the personnel analysis and records office, Officer 3 in the office of states, personnel activity planning and completion, in the N1-personnel. Later, he was selected and promoted to hold the position of Chief of Operations (and Chief of the Integrated Command Center for Warfare, Communications, Electronic Warfare, and Navigation) in the first crew of the frigate F222 "Regina Maria" (2004-2008).
From 2008 to 2010, he attended the inter-arms master's studies at the "Carol I" National Defense University, Bucharest, obtaining a Master's Degree in Military Sciences and Information. After graduation, he was assigned at the Naval Operational Command HQ, Head of the Office of Evaluation and Verification of the Operational Capability and Readiness State of the Naval Forces (2010-2014).
Since 2014, he successively held the positions of Deputy Chief of Intelligence Office, Chief of Intelligence Office, and Chief of Staff at the 243th EW Brigade, and between 2017 - 2021, he served as 243th EW Brigade Deputy Commander.
Between August 2021 – August 2025 he performed the duties of the Commander of the Romanian Navy 39 Divers Center.
Starting August 31, 2025, he was appointed as Commander of the Riverine Flotilla.
Throughout his career progression, he attended and completed various career courses, both domestically and internationally: "Command of Missile and Artillery Ships" (1999), "XXVth Staff Officer Course" and the Advanced Course in International Relations and Total Quality – "Indotrinamento alle Reltioni Esterne e alla Qualita Totale," at the Naval War Institute – Venice / Italy (2000); "Ground Troop Brigade" (2002); "Maritime Deck Officer III Certification, Ships with a gross tonnage of 500 TDW and above" at the Commercial Marine Workers Training Center, certified by the Romanian Naval Authority (2002), "Principal Officers Naval Warfare Course" – United Kingdom (2004-2005); postgraduate specialization course in the position of "Environmental Systems Manager" certified by the Romanian Institute of Environment and the European Environment Agency (2006), Master's degree studies in "Management, Marketing in Transportation, Ports, Free Zones, and Exchanges" at the Naval Academy "Mircea cel Bătrân" (2009-2010), postgraduate command course in "Defense Resource Management for Defense Leadership Personnel" (2012), and Continuous Professional Development Postgraduate Command Course for Leadership Personnel in "Strategic Leadership in Information for Defense" (2017), National Defense University "Carol I.
He also completed specialization and aptitude development courses: "Global Maritime Distress Safety System" (1999); "Peace Support Operations" (2003); "Executive Seminar on Recruiting, Retaining, and Developing a Professional Military" – US Defense Institute of International Legal Studies (2004); "Introduction to NATO" (2009); "Euro-Atlantic Security and Crisis Management," and "Conflict Management and Negotiation" (2010); "Communication and Public Relations for Commanders of Large Units and Commands" – STRATCOM/MOD (2018); Executive Seminar on "Human Rights & International Humanitarian Law" – US Defense Institute of International Legal Studies (2020), Trainer certification course – Bestcor Trainin Center – Bucharest (2024).
He is a graduate of the Doctoral School of the "Carol I" National Defense University and in March 2024 he obtained the title of Doctor of Military Sciences.
He holds the title of Scientific Researcher degree III – (CS III), equivalent to the didactic functions of a university lecturer/head of works.
During his tenure in the Naval Forces, he completed an Embarked Training aboard the Frigate "Jean Bart" (2006) and participated in international activities: "COOPERATIVE MAKO 06" (2006); Operation "ACTIVE ENDEAVOUR" (2006); "NIIRIS 07" (2007); "NATO SUMMIT" (2008), and "BLACK SEA PARTNERSHIP" (2009).
In recognition of his service, he received the following decorations and honorary titles: the Honorary Badge "For the Service of the Country" for 15, 20, and 25 years of service; the Order of "Maritime Virtue in the Rank of Commander with War Insignia"; NATO Medal "Article 5," the honorary title of "Veteran"; the "Naval Forces Honor Emblem", the „Armed Forces Emblem of Honor, and the Defense Staff’s Emblem of Honor.
He is married and has two sons.
He is fluent in English and Italian and holds basic Knowledge of French and Russian.
