He was born on January 31, 1967, in Medgidia, Constanţa County.

In 1992, he graduated from the Naval Academy "Mircea cel Bătrân", Faculty of Navigation, and in 2010, master's courses of the Faculty of Command and Staff, specialization Military and Information Sciences, Joint Command, Naval Forces, at the National University of "Carol I" defense.

During 1992-1993, he was commander of the observation, transmission and electronics combat unit at torpedo stars 202 and 203 of the 93rd Torpedo Star Division, and between 1993-1999, commander of the observation, transmission and electronics combat unit at the ship "Constanţa" command (281), from the 39 Diving Center.

In 1999, he was appointed a specialist officer in the Personal Office, the human resources department of the General Staff of the Navy, where he worked until 2000, after which he held the position of transmission and radio electronics specialist in the General Staff of the Division. 306 School Ships from the Naval Academy „Mircea cel Bătrân”. During 2003-2004, he was a second officer in the "Delfinul" submarine.

Between 2004-2008, he was the first head of the weapons systems department at the "King Ferdinand" frigate, and in 2008, he became its second commander. After graduating from the master's courses, in 2010, he was assigned to the Training, Simulation and Evaluation Center of the Naval Forces General Staff as head of the evaluation office. On November 15, 2010, he held the position of Chief of Operations and Training at the Command of the 56th Frigate Flotilla. As of March 15, 2013, he was appointed commander of the frigate "King Ferdinand". On August 1, 2016, he was empowered as deputy commander of the 56th Frigate Flotilla, and on May 1, 2017, he was appointed. As of November 30, 2020, he is empowered to ensure the fulfillment of the duties of commander of the 56th Frigate Flotilla.

On July 5, 2021, Captain (N) Marinică MUSTĂȚEA was appointed as Commander of 56th Frigate Flotilla "Contraamiral Horia MACELLARIU". He was promoted to the rank of Rear Admiral (LH) on 1st December 2022.

He gained professional training by graduating from numerous career courses. In 1997, he followed the postgraduate course of transmissions, in 1999, the intensive course of learning the English language, and in 2001 the staff course for the computerization of military actions. In 2002, he graduated in the United States (Yorktown, Virginia), the international course for naval officers. In 2004, he attended, at the Naval Academy "Mircea cel Bătrân", and in Great Britain the course for sensors and weapons engineers, the course for officers in charge of explosives, the course for system administrators, the leadership course and the vitality course of the ship. In 2014, he graduated the strategic leadership courses in the military field, organized by the National Defense University "Carol I" and the public relations course for commanders of large units, organized by the Directorate of Information and Public Relations within the Ministry of National Defense. Throughout his career, he has participated in several international missions.

In 1994, he was part of the crew of the logistic support school ship "Constanţa", with which he executed the instructional march with stops in ports in Egypt and Syria. In 2004, he completed a nine-month training course in the UK to take over the frigate "King Ferdinand". In 2007, he participated in the "CERTEX" exercise in Bulgaria, in the exercises for NATO certification of the frigate "King Ferdinand", in the permanent naval group NATO SNMG-2 (Standing NATO Maritime Group Two) and, subsequently, in the exercise " Noble Midas ”, in the Mediterranean Sea. During 2005-2007, he participated in the NATO Operation "Active Endeavor" to combat terrorism in the Mediterranean basin. In 2011, during the NATO Operation "Unified Protector", carried out in the Libyan area, he participated as an officer with operations within the NATO permanent naval group SNMG1, embarked on board the commanding ship, ITS "ETNA" and later, officer with operations in the Italian command embarked on board the aircraft carrier ITS "GIUSEPPE GARIBALDI". In September 2014, he was part of the permanent naval group NATO SNMG-2, together participating in the "Sea Breeze" exercise. In July 2015, he was part of the permanent naval group NATO SNMG-1 (Standing NATO Maritime Group One), with which he participated in the exercises "Breeze" and "Sea Shield 15".

As a sign of appreciation of his professional activity and the results obtained throughout his career, he was awarded the following orders and medals: in 2005, he received the honorary sign "In the service of the Country" for 15 years of activity, and in 2010 the honorary sign "In the service of the Country" for 20 years of activity. For the national and international activity carried out, he was rewarded with the distinction "Man of the Year 2011 in the Romanian Naval Forces", the section "Image and visibility of the Navy", as well as the third place in the same section, in the same competition organized by the General Staff. Following his participation in international missions, he was awarded the "Article 5 NATO" medal (2005, 2007) and the badge "Participant in missions abroad" (2011). In 2011, he was decorated with the emblem "In the service of the Romanian Army" class II, and in 2014, he received the "Emblem of Honor of the General Staff" as a sign of appreciation of his professionalism.
