Commander of the 110th Communications and Informatics Center

Florin BAROANĂ

Captain(N) Florin BAROANĂ was born on the 23rd March 1973 in Traian Village, Olt county.

He graduated from Military High School "Alexandru Ioan Cuza", Constanta(1991) and Naval Academy "Mircea cel Bătrân", Navigation branch. After Naval Academy’s graduation he was appointed as executive officer on Mine Sweeper 4(1996-1998), and later on for about 5 years he has served as navigator officer on Mine sweeper 15 and Minelayer 274 "Viceamiral Constantin Bălescu", respectively.

Beginning with 2003, he activated successively as staff officer at Naval Operational Command and Fleet Headquarters.

In 2010-2011, he followed the courses of National Defense University “Carol I”, graduating with master’s degree. In 2012 he was appointed as Chief of PSYOPS, INFOOPS and CIMIC section at Naval Operational Command followed by 5 year deployment as Command officer on Minelayer 274 "Viceamiral Constantin Bălescu"(2012-2017). Subsequently , he served as Chief of operations and deputy chief of staff for Operations and Planning at Naval Component Command.

On the 01st of March 2023, the officer was appointed Commander of 110th Center of Communications and Informatics “Viceamiral ing. Grigore Marteș”, Mamaia Sat.

Throughout the career, the officer has participated in numerous national and multinational exercises, under national or NATO operational control, onboard of the ships or as officer in the staff of the exercises.

In over 25 years of activity he enhanced his professional training graduating Master in Command (2011) and Strategic Postacademic Course (2021) at Defense National University and other national courses. Additionally he graduated from courses in the USA(2005, 2017), Germany(2002 and 2017) and the Netherlands (2004). In 2007 he was deployed as staff officer at CJTF HOA for the „Enduring Freedom” operation.

In recognition, throughout his career, he was awarded the following orders and medals: Communications and Informatics Commendation Medal (2023), Naval Forces Commendation Medal (2008), Defense Staff Commendation Medal (2020) and Joint Service Commendation Medal (JSCM) provided by Commander CJTF HOA on behalf of the US Secretary of Defense.

He speaks English fluently. He is married and has two children.
