DEPUTY CHIEF OF THE ROMANIAN NAVAL FORCES FOR OPERATIONS AND TRAINING

Captain (N) Marian IOAN

Captain Marian Ioan was born on May 6, 1972, in Roşiori de Vede, Teleorman county.

He graduated the No 2 High School Mangalia, and during the period 1990-1995, attended the courses of the „Mircea cel Bătrân” Naval Academy, Faculty of Navigation. After the graduation, he was assigned to the position of ship commander at the 65 Fast Torpedo Boat followed by the appointed as Navigation officer at the 190 Fast Missile Patrol Boat „Lăstunul”.

Professional development began by participating at the advanced course for ship commanding officers, in 2000, after which he held the positions of executive officer at 194 Fast Missile Patrol Boat and operation and combat training officer at the Fast Missile Patrol Boats Squadron.

In 2004, he graduated the Staff Course at the "Mircea cel Bătrân" Naval Academy, and the accumulated professional experience was the defining element in the selection for the position of Navigation Officer in the first crew of the "Regina Maria" frigate, participating at the Type 22 frigate crew training courses held in Great Britain in 2005.

In 2007, he obtained his master's degree in "Management and marketing in transports, ports, free zones and exchanges" and in the same year he took the command of 188 Fast Missile Patrol Boat "Zborul".

In 2008, he graduated the "Staff College - Naval Forces" organized by the US Naval War College, after which he was promoted to the executive officer of the "Regele Ferdinand" type 22 frigate, a position that he held it until 1 August 2016, when he was appointed commanding officer of the same frigate.

In 2011, he graduated from the post-graduate management course "Defense Resource Management for Command Personnel" and in 2019 he graduated from the post-graduate training and professional development program "Strategic Leadership".

Starting from January 2020, he performed the duties of Deputy Chief of Staff for Training at the Fleet Command.

From August 2021, he was appointed to the position of Chief of Staff of the Fleet Command.

Starting 21st December 2023, he was appointed Deputy Chief of the Romanian Naval Forces for Operations and Training.

In the period 2009-2012, Captain Marian IOAN organized and led the course for navigation officers at the Naval Forces Instruction School, and in the period 2011-2016, he was an associate instructor for the basic course, the advanced course and the staff training course, contributing to the professional development of young officers.

In 2023, he was the leader of the acquisition group for the first Sandown class minehunter bought from UK.

He participated in the international NATO/PfP exercises "Cooperative Partner" in 1997 and "Cooperative Jaguar" in 2003. Within the NATO operations, he participated in Operation "Active Endeavor" for monitoring maritime traffic in the Mediterranean Sea, in 2006 and 2012, to Operation "Unified Protector" for the imposition of the embargo against Libya, the first real combat mission executed by the Naval Forces after the Second World War, in 2011, to Operation "Sea Guardian" for maritime security in the Mediterranean Sea, in 2017, 2018 and 2019 and in 7 missions within SNMG2.

Under the EU command, he participated in Operation "Atalanta" against naval piracy in the Gulf of Aden and the Indian Ocean, the first mission of a Romanian military ship executed in the Southern Hemisphere, in 2012.

As a sign of appreciation for the activity carried out, he received the following decorations and titles of honor: NATO Medal "Article 5", Emblem of Merit "In the Service of the Romanian Armed Forces" 3rd class, Emblem of Honor of the Naval Forces, Badge "Participant in missions abroad", the title of "Veteran from the theatres of operations".

For the special results obtained in joint activities with NATO ships, he received the "Officer of the Year 2016" award from the Admirals Club.

He is married and has a daughter.

He speaks English fluently.
