Chief of the Maritime Operational Command and deputy Chief of the Romanian Naval Forces

Rear Admiral (Lower Half) Ion-Cristian Lişman was born on October 20, 1969 in Iaşi, Iaşi county.

He graduated Navy High-school „Alexandru Ioan Cuza”, in 1988,and during the period of 1988 – 1993 he attended the courses at Romanian Naval Academy „Mircea cel Bătrân”. Once graduated, he began his military career as Commanding Officer of a Torpedo Fast Boat in the 29th Torpedo Fast Boat Brigade, after which, in the year of 1994 was named students platoon commander in the Petty Officer School. In the year of 1995, he was named as ASW Officer on board of Minesweeper 13, and during the period of 1996-2001 as XO on board the same ship. In the year of 2001, he was named Commanding Officer of Minesweeper 29, part of 1st Maritime Flotilla, and in the year of 2004 was named Head of Operations and Training in the 146th MCM Squadron.

In the period of 2006-2008, he was part of Romanian Naval Forces Staff in Bucharest as officer in the Coordination and Evaluation of Training Section, Head of Training planning, command training, simulation analyzes and lessons learned Bureau, and Head of command planning and training in the training of fighting forces Section.

In the year of 2010, he received a masters degree from the Faculty of Command and Staff , specialty Military Science and Intelligence, Combined command, Naval Forces as Head of Class in the National Defense University „Carol I”.
After graduation, in 2010, he was named Head of Operations and Training in the 243rd Radio-electronic and Observation Centre “Callatis”, afterwards being promoted to the position of Chief of Staff (2010-2014) și Deputy for Intelligence (2014-2016), in the same unit.
On the 1st of December 2016, he was named as Commanding Officer of 39th Centre for Divers in Constanta, by order of the Chief of General Staff , after he was named Acting Commanding Officer on the 1st of August 2016.
Starting the 15th of September 2018, he was named Acting Deputy for Resources in the Naval Forces Staff and on the 15th of June 2018 he was named Deputy for Resources in the Naval Forces Staff.
Starting with September 1, 2020, following the Order of the Minister of National Defense, MP-813 of September 7, 2020, RADM (LH) Ion-Cristian LIȘMAN was appointed to the position of Chief of the Maritime Operational Command and deputy Chief of the Romanian Naval Forces.
Development of professional training started in Romania in 2000 with an English language class which continued in Great Britain in 2002. In 2004, he graduated NATO course for staff officers (in Germany) and in 2006 he graduated from Naval War College in United States of America. He has also graduated from MAREVAL course (Great Britain, 2008), ADL course „Introduction to NATO” (Romania, 2010) and the Postuniversity program for forming and continuous professional development of Strategic Command in the field of Intelligence (Romania, 2014).

In sign of appreciation, for outstanding results during his career, he was awarded the following: Honorific symbol „In Service of Country” for XV and XX years of activity, Romanian General Staff "Emblem of Honor".

By Presidential Decree nr. 1018, on the 29th of November 2018, he was promoted to the rank of Rear Admiral (Lower Half).
