Commander (Navy) Silviu-Gheorghe Constantinianu was born on 8 December 1983 in Săveni, Botoșani County.

His military education began at the "Ștefan cel Mare" Military High School in Câmpulung Moldovenesc (1999–2003) and continued at the "Mircea cel Bătrân" Naval Academy in Constanța, from which he graduated in 2008. His professional training was subsequently consolidated through a series of courses conducted at the Naval Forces Joint Training School in Mangalia: naval tactical procedures (2008), ship tactical maneuvering (2010), and the Advanced Course for Naval Forces Officers (2014).

In 2016, he attended the Operations Command Course at the Surface Warfare Officers School in Newport, Rhode Island, United States of America, graduating with distinction. In the same year, he completed specialist training in the field of lessons learned at the "Carol I" National Defence University.

Between 2017 and 2019, he earned a Master's degree in Military Sciences and Intelligence, specializing in Joint Naval Forces Command, at the Command and General Staff Faculty of the "Carol I" National Defense University. He later completed the Intro to NATO (2018) and EU Common Security and Defence Policy (2019) courses at the same institution, as well as the Naval Weapon Systems Management Course, completed in 2022 at the "Mircea cel Bătrân" Naval Academy. Since 2025, he has been enrolled in the doctoral school of the "Carol I" National Defence University as a PhD candidate in military sciences.

His career has progressed, encompassing every functional level of service aboard combat vessels. He began as a Navigation Officer on board the corvette ROS "Admiral Petre Bărbuneanu" (260) from 2008 to 2010, and continued in the same capacity on board the corvette ROS "Rear Admiral Horia Macellariu" (265) from 2010 to 2011. On board the latter vessel, he was successively promoted to Operations Officer (2011–2012) and then Executive Officer (2012–2016). In 2013, he served for a short period as an on-board instructor and evaluator with the Naval Forces Training, Evaluation, Simulation and War Gaming Center.

From 2016 to 2017, he served as a staff officer in the Training Planning and Lessons Learned Office at Fleet Headquarters. Following the completion of his Master's studies, he was appointed Chief of Operations and Training of the 150th Naval Missile Squadron (2019–2021). In 2021, he assumed command of the fast patrol boat ROS "Zborul" (188), a position he held until July 2023, when he was appointed Executive Officer of the frigate ROS "Regina Maria" (F-222). Since May 2026, he has exercised command of the frigate ROS "Regele Ferdinand" (F-221).

His international experience spans almost his entire career and includes both regional initiatives and multinational operations and exercises. He took part in the BLACKSEAPARTNERSHIP initiative (2008) and in several activations of the multinational BLACKSEAFOR exercise (2009, 2011, 2012, 2013), as well as in Operation ATLANTIC RESOLVE SOUTH – Black Sea Resolve Events (2014–2015). He subsequently participated in the multinational exercises MARSEC (Mediterranean Sea, 2015), SEA SHIELD (2015, 2017), EP MCM (2017) and BREEZE (2022, 2025, 2026).

From January to September 2020, he served as a staff officer with Standing NATO Maritime Group 2, assigned to Operation SEA GUARDIAN, and was successively embarked aboard ITS Carabinieri, ITS Virginio Fasan, and ESPS Álvaro de Bazán. In this capacity, he took part in exercise DYNAMIC MANTA, in the anti-submarine warfare support mission for the French "Charles de Gaulle" Carrier Strike Group in the Eastern Mediterranean, and in exercises BREEZE, SEA BREEZE and ALIBI in the Black Sea. He also served as Staff Operations Officer of Task Group 440.03, embarked on board the frigate ROS "Regina Maria" (F-222), during Operation SEA GUARDIAN in September 2021.

As Executive Officer of the same frigate, he later took part in Operation SEA GUARDIAN (2023, 2025) and Operation EUNAVFOR MED IRINI (2024, 2026) in the Mediterranean Sea. He exercised command of the missile craft ROS "Zborul" (188) during exercises SEA SHIELD (2021) and BREEZE (2022), and of the frigate ROS "Regele Ferdinand" (F-221) during exercise BREEZE 2026.

In recognition of his service, he has been awarded the Defense Staff Emblem of Honor, the Naval Forces Emblem of Honor, the NATO Non-Article 5 Medal for Operation SEA GUARDIAN, and the EU CSDP Medal.

He is married to Loredana-Andreea, and together they have two daughters, Daria, aged 9, and Olivia, aged 5.
